Against the current backdrop of infrastructure investment shortfalls, a lack of resources, climate change and water scarcity, public-private partnerships (PPPs) are emerging as a proven and essential model for revitalising the water sector in the Canary Islands. PPPs could transform water management in the Canary Islands, where water planning, the level of network losses, the implementation of new European Directives and reliance on European funds require efficient partnerships between local authorities, private operators and sector associations.
This session focuses on the lessons learnt, the benefits and the challenges of PPPs, with a view to increasing investment, digitising the urban water cycle, improving hydraulic performance and efficiency, and upgrading our treatment plants and reuse systems.

Managers and heads of public and private entities involved in the full water cycle; auditors, lawyers, public procurement specialists and economists with expertise in public procurement within the water sector; executives of operators; and professionals or consultants in the sector.
Speakers
Carmelo Santana Delgado – Manager of the Gran Canaria Island Water Board
Carmelo Santana Delgado holds a degree in Industrial Engineering from the University of Las Palmas de Gran Canaria and a Master’s in Maintenance Engineering. He has over 25 years’ experience in the water sector, 21 of which were spent in the public sector and 4 in the private sector, where he was manager of a company specialising in industrial water production. Since 2001, he has worked at the Gran Canaria Island Water Council, an organisation of which he has been Manager since August 2021.
His professional career has focused on the management and operation of water infrastructure (desalination, treatment and reuse), as well as advising estates and irrigation communities, and on hydrological planning and the management of public water resources.
Luis Francisco González Sosa – CEO of Tagua
Luis Francisco González Sosa holds a degree in International Management, specialising in Finance, from the Geneva School of Management. His connection to the world of water began at a very young age, accompanying his father to water communities and in the marketing of water flows to supply municipalities and agricultural holdings. As CEO of Tagua, he has gained experience in international contracts that have enabled him to work in Morocco, Ethiopia and India.
His involvement in the water value chain has grown through the securing of comprehensive public service management contracts with several local councils. Furthermore, he is a director of several companies within the business group to which Tagua belongs, all of which are involved in water, energy and the environment.
